Well, they had but they couldn't fight the Luftwaffe because of the preassure on the airfields, and Germany didn't bnomb the valuable british radars. Hitler thought that the people of London would force Churchill to surrender if they bombed Londen heavy enough. This is because he remembered how shocked the people of Berlin was when a single lost british bomber dumped it's bombs and made a massive amount of damage.
