I agree, if Japan had focused elsewhere, there was no way the U.S. would have justification for declaring war on Japan if and when it declared war on Germany. Japan would not have done what Hitler did and declare war on the U.S.
You do not attack unless you intend to take over.
Anything is a half-hearted attempt at gaining nothing.
