I agree Anzac, but you left out "intel", and the ever-present "turn-coats" (spies). Pay-offs recruit/aquire alot of inside information, targets/people/facilities.
I believe this will be omni-present even with the (fantasy) Alien invasion/attack.
Someone will always be "for Sale".
