It was Kesselring who told Rommel, when Rommel showed him the telegram ,that he didn't think the message was an order as such, and to start the withdrawal, and that he as area commander would inform Hitler that circumstances forced the retreat in order to save at least some of the Africa Korps.
When Kesselring informed Hitler what was happening, Hitler accepted the situation and sent off a message to Rommel supporting his actions.
