I believe it goes much deeper than that. If the Soviet Union did not exist, then there would be no communism. That threat was a great influence in the Nazi party's successful entrance into the Reichstag. So if there was no communism, would there have been a successful Nazi party overthrow of the government via political means? Would the German people have looked towards the Nazi party as a means to save them (but from what?)? Many, many questions pop up with this one.
