I served aboard RC-135s and the equipment array on the Orion is similar. Mostly ELINT tasks. So I would guess that they are being used to monitor Electronic traffic and may have IR capabilities. Are your sure it is tasked by CIA and not Homeland Security or even DEA. I know the DEA had requested such aircraft for their war on drugs. If it is CIA, then it is running ELINT missions.
