My first check box option is allow Vcard download and do not have a Show my reputation option. Reputations have been received though. So is this something I can join in?

You can join in and are participating in it currently. I just checked, your reputation setting are all on so you can give (or take away) reputation by clicking on the scales icon at the top of every post, and view any reputation you have received by clicking on the "User CP" link at the top left of any page.
vCard is a personal contact system (such as the one used in outlook), if you enable it members will be able to download your contact info from the website. One should always set this for "no" unless you are very familiar with the vCard system.
