As for the Ukraine and Russia, yes, that's exactly what I was saying. The two were both republics of the USSR. Not sure the France-Germany comparison works, a closer analogy would be England, Scotland and the UK: both are nations of the United Kingdom but England is not Scotland and Scotland is not England.
