This vehicle is really postwar as it is a development of the Kotin design bureau during the late 1950's. It is a Kondensator 2P with the Grabin SM 54 406mm (16") gun intended for tactical nuclear weapons delivery. Although it may be the very similar Oka with 420mm mortar. The two are hard to tell apart from the angle of the photo.
