Regia Aeronautica was pressed into battle two years before it could be ready for it. The "R" Program (fighter arm modernization), inside Badoglio's modernization plans, was scheduled only to be concluded in 1942. In june, 1940, they had no plans or structure to battle on equal terms with french or british opponents. Yet they did fine in a number of occasions such as the first battles in Western Desert and East Africa.

One could only imagine if the 1942 italian fighter development could be achieved without the difficulties of facing a multi-front war.
