I looked in my book German Order of Battle 1944, Greenhill Books. It has a listing of all German generals as of Spring 1944, known to Allied intelligence. I didn't count them but the pages looked to average about 70 or so per page and there were 23 pages and two partial pages, with a final estimated count of around 1550. I suspect the number is still higher than this, as there was still another year left in the war when the list was compiled.

Add to this number, at least 150+ Waffen SS, 75 Polizei and around 500 Luftwaffe.

The number is over 2000, not including Kriegsmarine Flag Officers
