Not wishing to be picky, but those would be tactical decisions, not strategic
If strategic decisions were made before the game, you would be attacking that Schwerpunkt at 20:1 ratio, or else your enemy would have vacated the game table recognizing his situation is untenable. Either would make a lousy game
And TOAW is another great game, no doubt about that. Larger scale than CM, and a good mechanism.
In CM as you say every bullet is calculated by the system, every tiny terrain fold or dip counts if you don't want your posterior punctured. CM does indeed teach everyone quite a few lessons. It tells you your dreams of grandeur evaporate when you arrive in the battlefield, or alternatively when you do some historical scenario you say to yourself something like "How could they possibly have pulled that one off, it's completely impossible. The guys who did that sure had True Grit!" (John Wayne reference
