Most likely a "private purchase ".

Even the " West Point " Annapolis " and " US Air Force " officers graduation rings are bought, NOT issued.

In the WW2 era, many jewelers made up "sweetheart " rings, bracelets, and broaches, with unit insignia on them, for sale to military buyers, to give to their girlfriends or wives. Some guys also bought personal "identity bracelets " for themselves, to wear in action.
