In simple mans terms, the Chinese Army was poorly equipped and lacked training. They basically took farmers, handed them a bunch of outdated weapons, and provided little to not training before sending them into combat. This doesnt touch on all the supply issues and what not.

Of course, there were several units that were well equipped and well trained and led by competent officers, but generally this was not the case.
