Is this an affectionate term in German?
I seem to be hearing rumblings that it means 'Papa' or something to that effect. Can anyone clear that up for me?

Sepp is the bavarian /austrian abbrevation for the first name "Joseph", aka "Jim" for James.

Joseph (Sepp) is a very common first name in southern Germany / Austria.

Nowadays it's also a slang name used to label somebody as being a little, well, simple: "What kind of Sepp is that?"

I am guessing the modern slang term would be from the same root as the Yidish 'sleppe' meaning simple person.
