I believe he's referring to something more akin to National Pearl Harbor Remembrance Day. September 11
That has already been done by Presidential Proclomation - first by Bush II, then by Obama, and finally by Trump. Don't know why they needed three different proclamations that say essentially the same thing? Guess you must make political hay where you can.
All three Presidents made it a national holiday Patriot Day - Wikipedia Correction - 4, Biden declared yesterday. A Proclamation on Patriot Day and National Day of Service and Remembrance, 2021 | The White House 9/11 & National Pearl Harbor Remembrance Day are not Federal holidays - where schools, banks, government offices are closed.
Sigh. I won't argue semantics just saying Prospero may be advocating for something a little more in line with actually mentioning September 11th in the title. Myself I don't see a National holiday but come on, National Good Neighbors Day ?
Unfortunately, it is about semantics. What Prospero signed was to make 9/11 a Federal Holiday - a day off for government workers, schools, banks, etc. While the idea has been around for 20 years, there has been a lot of push back that it will "cheapen" 9/11 and the day will lose its s meaning. The fear is that it will become another "party" holiday(like memorial day & labor day - since the weather is still nice) or another retail holiday for sales(President's Day Mattress Sale or car dealership sales).

For some reason I always thought the beret looked like a cook´s hat. After Bosnia I have used the beret quite frequently. It is a bit funny to make it look good; you wash it in the laundry, then when it is drying you wrap it around itself and it is ready for use when it is dry.....
I'm on morphine, happy that that post was even readable. Home now after surgery, three days in induced coma and learning to sit up without screaming. Now the fun starts, physical therapy.
I dislike the beret intensely. Most of them look like a cow turd sitting up there on top of the head. I especially dislike the way it is worn in the US, plastered down the side of the wearer's head and face, partially obscuring one eye. It is essentially useless. It doesn't provide shade for wearer's eyes, it can't be pulled down over the wearer's ears to provide warmth. It doesn't have air holes and is made of highly insulating material, so it holds in heat. It is just dorky looking. I'd much rather wear a garrison cap or something with a bill on it, like a baseball-style cap. Thankfully, the Marines & the Navy understand and don't bother with it.
I agree with Slip with one exception: The Green Berets. They started the trend for the US and they own it. Way back when if you wore a Green beret everyone Knew you were bad-ass. I like the garrison cap
On another note, I'm replacing the railing boards on the deck today and all I can say is the guy who built this thing was obviously sexually frustrated. He screwed the be-jesus out of it.
I don't like the huge badge which makes the beret look like a mountain. Thats why I put the Finnish way, the beret is low and the badge small. Check the photo above. Since Mannerheim took power he always wore a "cap" never helmet or anything else. There is a photo in senior officer section. So did many other officers although it gave no protection to your head.
