Which Waffen SS officers held the top rank of SS Oberstgruppenfuhrer?

Forrest Anderson is an unknown quantity at this point

As well as Dietrich, there was SS-Oberstgruppenfuhrer und Generalobert der Waffen-SS Paul Hausser (1880-1972).

At least two other SS officers held the rank of SS-Oberstgruppenfuhrer, although they were not Waffen-SS:

(Wolf Heinrich) Graf von Helldorf (1896-1944). Was General der Ordnungspolizei.

Kurt Daluege (1897-1946). Was Generaloberst der Polizei und Chef der Ordnungspolizei.
