Question Robert Garner and Patrick Huskinson

Last week Minister for Aircraf Production Lord Beaverbrook praised two boys "from the back room" who had helped design "the big beautiful bombs" which were Britain's new present to Germany: Squadron Leader Robert Henry Garner and Air Commodore Patrick Huskinson

Beautiful New Bomb - TIME

Did they do the valuable background work or did they achieve some kinda "breakthrough" in their work? Thanx for any info!!

Huskinson was President of the Air Armament Board, which did the development work on bombs etc (including Tallboy and Grand Slam) :
