That's a pretty broad topic, since most countries were involved in re-armament to varying degrees prior to the war. Is there a particular country that interests you?

Correct. Japan, Germany and Soviet Union probably led in rearmament in the 30's. Each knew war was coming, some because they intended to start it. France, Great Britain, Italy and the US did not start theirs until the outbreak.
