Women and shaving off hair...

Read that the shaving in 1944 had its origins with the Army of the Rhine 1919.

Anyone know if the Germans did this to their women in 1919 who had affairs with British/French soldiers?

Not entirely a WW2 question I know but I thought this would be the best place for the question.
