Question Heavy Panzers and propaganda 1940

Read in these articles that Germans were saying they were going for heavy Panzer production perhaps as early as 1939. This was propaganda of course. But anyone know whether this affected the military development and planning in other countries like the USSR, USA...? Any articles or other info on this? Any help welcomed!

The Tiger was being developed before ww2 so it probably isnt propaganda.

Ok, yes there was plans for bigger tanks, but to be exact the propaganda claimed they already had the heavy tanks in use and ready to roll out for the next offensive in numbers.

Oh, well in that case it is propaganda because there were no Tigers or panthers before then that could be used in a real offensive way. The Mk IV was classed as a heavy tank at the beginning of the war maybe that is what they are getting at?
