Glonass vs Navstar

Russia Allocates $380 Million For Glonass In 2007

Also referring to the article above.

I read in a local Finnish article that you´d need at least 24 satellites to cover 95% of Russia/86% of the whole world. So far, according to the article above, Russia has up to 18 according to plan. Does this mean Russia is dependent on NAVSTAR so far or until late 2009 to get the needed 24 satellites? Thanx for the info!
