Looks Japanese as does the gent to the left however the RAF roundels would place it post war. Doesn't really look like a Zero so I'm guessing maybe a Nakajima, maybe a Ki-43. Bill
The roundels are not RAF, they are French. It is one of nine Ki-43 IIIs(either a/c #7698 or #7713) flown by the French Groupe de Chasse 1/7 in French Indochina.

She is carried aboard the Clemson class destroyer USS Charles Ausburn(DD-294) during a 1923 USN experiment regarding the usefulness of carrying floatplanes on small warships. The experiment was for the most part a failure, but the USN would later revisit the matter in 1940 when the USS Noa(DD-343) was fitted with a floatplane, and finally during World War II when a few Fletcher class destroyers were fitted with catapults. Fred Wilson, The aircraft is too unique to be a tuffie, she is the only Blackburn B20 produced. Probably would have been harder if you had used a photo with the lower hull in it's retracted position.
That it is, Takao. Probably the first USN attempt to build an "affordable" fighter. Curtiss built them to NAF plans. As you say, not too successful off the Langley, even less off the Ausburn as they had to stop, set the plane on the water and then go on their way. Your inning. Bill
