No,it was still called Lend Lease. The program continued, grew, and evolved. The details changed many times as thee years passed, the types of material changed. But the basic premise remained. US industry provided the material British and Soviet industry fell short on. As the program evolved it was oriented towards making the Allied global production more efficient. ie: it was better to concentrate Soviet automotive manufactoring on tanks which are costly to transport and send trucks from the US as they were easier.

But the US was no longer requiring leased bases in exchange for goods correct? So if you define LL as the US governmental program where by goods were exchanged for leases to overseas bases then the program ended once the US got in the war. Indeed LL was a mechanism to get goods to cash strapped countries that couldn't legally be just given them at the time. Once the war started the legal prohibitions disappeared. Was it still called LL at the time? You are correct in that the war aid today is referred to as LL but is it technically correct to do so?
The 'Bases for Destroyers' swap was a one shot program outside of the LL program. Of course both were part of The US governments larger group of programs for supplying allys and friendly countries. The material sent to South American nations were outside the LL program. The rebuilding of the French army in 1943-44 was a seperate program. LL to Britian was tied to a agreement for post war repayment, and related to a exchange of stratigic materials like rare metals from British colonies. There were some similar items sent from the USSR tho I dont know how much. The accounting for the resources being shifted about the globe was understandiblly complex. and sloppy due to the sense of emergency. Exactly what was labeled as part of the LL program and when that label applied would take a long paragraph to sum up.
