I'm pretty sure that's far from a unique criteria. There are after all chess variants that have 4 players. Or do you mean one of the players controls 4 armies? Or that you can choose to play one of 4 armies? I doubt any of those are unique either.

That still leaves a huge number of games. That implies it's tactical but let's see. A game set in North Africa could allow you to play Italian, German, British, or American. Same for one set in Sicily or Italy. If it's set in Normandy you can substitute the Free French for the Italians. If it's WWII armored in general then many limit choices to German, Soviet, British, and American. That includes all genres, i.e. minitarures, board games, computer games, and console games. So your question at this point is not resolveable to a single title. Some of the axis and allies minitaure sets would qualify with the 4 army critieria I'm pretty sure. I don't know if they take facing into account so that may rule that set of rules out.

This seems to add up to three armies, when earlier you said there were four. In any case I'm going to guess at Call of Duty 2 or CoD:UO? Sidenote: you have never heard of the game "axis & alllies"?
it is a pc game, it has 3 armeis(1 is split to 2) the game has tanks with rear armor damage, and there is a quote in this game like that: "YOU THINK THIS IS KINDERGARDEN !? GET A ******* MOVE ON"
I'm thinking (with the VERY unclear information) that it's Axis and Allies B.O.T.B Not to mean man but you need to be a little more clear when distributing information. you will get the hang of it.
