The British Bomber Survey Unit compiled a report post war. Their answer was about 7% of the war effort went to Bomber Command. That includes the manpower in the services as well as industry, though. 28 million man years were worked in the munitions industries. The Ministry of Aircraft production's share of that was 7.8 million man years. The BBSU said Bomber Command accounted for about 25% of the RAF share. A fairly recent thesis applying modern accounting methods put the total share of the war effort at 12%, iirc. That used modern methods such as accounting for the lost agricultural production that could have been grown on airfields, so I think overestimates the real cost. AJP Taylor reported Bomber Command consumed 35% of the war effort. Various authors, such as Max Hastings, have repeated that figure, though I've never seen an explanation of how Taylor arrived at it. It's hard to reconcile with reality when looking at the manpower figures in industry and the forces.
One effect of Bomber Command on the War effort as I understood it was the overall quality of personnel it absorbed compared to the other services.
