It is indeed

Marmon Herrington CTLS-4TAC (Light Tank T14 in US service), the one in the background is a Marmon Herrington CTLS-4TAY (Light Tank T16 in US service). They were designed to operate in pairs 4TAC/4TAY as the turret had only 270 degrees traverse. This photo is of a Dutch example that ened up as refugee cargo in Australia were it was used for training.

Judging by the uniforms and general apperance, it's Soviet era. It's big, high angle, and with that base plate it has got to be a self propelled mortar, but I can't be more specific than that.

 

Its definitely Communist it might evan be Korean or Chineese.
