Yes, it's a piece of stanchion/bomb release mechanism from the bomb-bay of an unidentified B-17 allegedly shot down over Germany on 24th December, 1944.
Still attached is the catwalk guard-rope....

I would have guessed it to be a portable torture device. You stick the guys fingers in the slots and squeeze till he talks.
