Heh, ok, maybe I looked too hard for a tough one. It is not in the Mediterranean area nor the North American, South American or European continents. Hopefully that'll narrow it down some.

Well, your a lot closer than you think actually. It is indeed the German Embassy but, not in Japan. You are in the right part of the world though.

German offical outside of the German Embassy where a large Swastika flag is spread in the courtyard to warn off attack by Japanese planes which are bombing Chinese postions in and around the city.
