While doing genealogy on my relative, a WWII picture shows that he is standing next to a sign that reads exactly
    638TH R.C. 2ND PLAT. 3RD SQD
He was in the Pacific Theater.
Does this convey what unit he was in or tell me where he was, or 638th RC sign.jpg any information that I could pursue to a deeper level?

Sounds like cavalry (mechanised). Find the division he was attached to.

It's the 3d Squad, 2d Platoon, 638th Reception Center. A Reception Center (also recp cen) was a place at which recruits and newly inducted personnel were examined, classified, equipped, immunized, and forwarded to their assigned organizations.
