Are today's 76mm naval guns intended to sink ships?

I do remember hearing of a Talos getting a kill at over 200 miles (or maybe kilometers it's been a while since I heard the story) over North Vietnam. Apparently radar picked up a Mig doing touch and go's and the cruiser decided to take the shot. Never saw anything written on this though.

I believe that was USS Long Beach but the range I found was 65 miles so something over 100Km. There two other claimed Talos kills off Vietnam one by Long Beach and one by USS Chigago and a number of misses/malfunctions. The Vietnamese report two MIG losses so the kills look confirmed.
The missile was designed with open waters use in mind, if the guidance radar was detected in time by a target over land it could dive to deck level causing the missile to lose guidance, which apparently happened a few times.
