I would suspect that the photo was taken during an entire "re-enactment" party post event? That one might have been chosen out of many from the same night.

Just for a "giggle", here is a 'toon which reminds us of the Bush family tie to the banks and investment organs owned by the Thyssen family. They (Thyssen's) were one of the major money players for the Nazi Party as it came to power.
