I couldn't find anything in the archives on the League of Nations actions against the USSR when they invaded the Finns. Here is an excellent article on the action of the League of Nations upon the Soviet invasion of Finland, even though the League could do nothing in reality, they at least condemned the Soviets and kicked the new member (since 1934) out.

While America wasn't part of the League, we none the less granted the Finns a $10,000,000 credit for purchases in America before the year was out. Declared the Brewster 239s we had just taken into our Navy Air "surplus" and shipped them to the Finns by way of the Swedes. They didn't get delivered and put together in time to take part in the Winter War, but they performed well during the Continuation War later.
