Is an alert an email or just a notification on my page, or both?

Yes, Yes and Yes. Go to your Alert Preferences.

I'd like to see an Alert for superfluous comments within posts :D

    superfluous
    1. exceeding what is sufficient or required
    2. not necessary or relevant; uncalled-for
    3. obsolete extravagant in expenditure or oversupplied with possessions

    I'll take door #2, alex

Email alerts are controlled by the user, by default I think they are one for private/direct messages.

Depending on need, you can subscribe to a particular thread and have the site email you if someone responds to that thread. A few different options available for different needs.
