Neither is particularly funny nor the result of ignorance. The first is the result of speakin extemporaneously. If you haven't tried it in front of many people and cameras (and while being questioned in a confrontational manner) then you should. It's ...enlightening. The substance of his remarks appears rather clear nonetheless. The second is nothing but a simple transposition. Like the first remark the meaning of what he was saying is quite clear. I'm not a big fan of President Bush but neither do I go in for partisan ridicule and pretend that it is humorous.
While you have a point, it is also true that he makes a noticeably larger amount of mistakes, when compared to other contemporary politicians. I have never seen any other public speekers make grammatical errors, hesitate, and incorporate as many "uhhmms" as he does.
