Yes, as are many other former states of the USSR. However in 1945 they were members of the soviet union.
but you can't say they were part of Russia, thats like saying France is part of Germany just because Germany ruled it for a time.
The only way Germany could have been occupied is if Europe stopped Hitler from re-arming back in the early 30's, there is no way they could have invaded Germany from 1936 on, the Germans would have kicked their butts to kingdom come.
Algeria had been a French for over 130 years. There were over a million white settlers there. They left in the 1960s.

Not sure the France-Germany comparison works, a closer analogy would be England, Scotland and the UK: both are nations of the United Kingdom but England is not Scotland and Scotland is not England.
