It looks like a Japanese Command baton . Used by officers to visualise given orders (you go there) and sometimes as a whip. The idea is ancient and goes back a sfor a prehistorical ages including in the far east. It wa sinitially symblozing power and fertility and used by leaders and sorcerers. I have been following this thread for a few days now and after some digging, my guess is that it is most likely a command baton of some sort. In this photo, the second man from the left is carrying some sort of object. It is most likely not a sword due to the bulb-like tip at the end of it. Your object's ornate appearance gives me the feeling that it is probably an officer's baton. Hope that helped.
