What happened in February 1936? Foreign Office's guys ... did they recommend Baldwin to do nothing against the remilitarization of the Rhineland? Or it was a great idea of politicians of the time? In France had a weak goverment ...a little support of GB ... and... who knows?
I read something about the idea come to terms: to allow the remilitarization in exchange of the prohibition of city-bombing.

Britain could do nothing against the remilitarization of the Rhineland,it also had no reason to do anything .(the remilitarization was not threatening Britain)
The only country that could do anything, was France, but,it did nothing, because it felt that the remilitarization was no threat to France .
There also was no "little support" Britain could give.

    Returning to the OP.
Before the war,the aim of the KM Staff was to have a balanced fleet ,but,on 1 september 1939,the Germans (probably Hitler) cancelled not only the Zplan (it would have been impossible to execute),but also the idea of a balanced fleet, because,Germany could not afford it(as in WWI).IMHO,a good decision .

Well it was also a plan to have a balanced fleet in the mid 40's when they planned on the war starting so it was rather overcome by events as well.
