Did the Russian air force have the means or the capability to bomb Germany from the East in the same way the US used precision bombing or the British carpet bombed. Did they have the aircraft numbers, technology, and trained crews?

The short answer is no. They did have a pre-war 4 engine bomber, but it was unsuitable for strategic bombing by 1941. Predominately they concentrated on tactical aircraft, which was more suited to their needs.

The Red Air Force didn't need to attack german factories to destroy tanks, rifles or something else which helps Germany to win the war. All these things could be attacked in Russia.
