It's not clear but that's my hope as well. Sounds like they are transcribing rather than scanning and the picture looked like the reports were hand written. That seams odd to me.
Yes, the reports are being transcribed so that they will be searchable. With the quick way of just scanning a page, and then converting, what is in essence several photographs, into a PDF, the document will not be searchable. The original reports are typewritten, only signatures were hand written. Click on the picture to see a larger view
