WWII Certificate Signed by Eisenhower.. what is the meaning of it!?

    I haven't come across this and was wondering if anyone knows what it means.. it was my grandpops who was part of the 506th and when the war ended he stayed and was transfered to the 82nd 508th... i was shocked to see this...

    Looks like a certificate showing his membership of the 508 PIR association where is it signed by Ike? Im sure if there is more to it one of our rogue's will tell you more.
