Can anyone help me identify this pin? I bought a number of military items from a woman whose father served in WWII and whose husband also served in Vietnam. Any help would be appreciated.

Thanks for the replies. But I don't think it's a ribbon as it's not made from material but rather individually wrapped strings. Although it's wrapped tightly and very well made. Also, I don't think the party I bought it from had any ties to the Navy. All the other items are from Army or Air Force. But I am not sure about that either.
There is a taylor in Hong Kong that makes custom ribbon racks in that style.Liu's or something like that.
It's not a ribbon per se, it's hand-made, with blue & white lengths of cord. However, the color scheme does not match any other medals that I know of. If it signified a US Navy Cross, the white part should be visibly narrower. It was a Vietnamese medal that was also awarded to foreigners. Further, you misunderstand, the Vietnamese medal did not signify any ties to a proper Navy, only that one had acted valorously in a naval action(combat or non-combat) - of which the US Army participated in several on the Mekong Delta and other rivers. Still, the device used for this was anchors, not stars. A slip on the part of the maker or makee.
