I believe the cross and white color was to designate it as non hostile, but not enough of it to identify.

    Right.

I can't identify that particular plane but the Japanese were told to paint planes carrying negotiators white with green crosses

    it answers my query
A rather tall and fearsome-looking Commander S. Kusumi (with Samurai sword), a naval officer on the staff of Field Marshal Terauchi, Supreme Commander of Japanese Forces (Southern Region), arrives at Mingaladon airfield, Rangoon , via the hastily marked Mitsubishi Ki-46 Dinah in the background to take part in the surrender negotiations.

Wouldn't have thought so in Burma.
    Possibly RAF Regiment .
British & Indians in Burma had a mix of Mk III & No IV.

Found some more IWM pics of Mingaladon.
    Plane is a Mitsubishi Ki-57Topsy.

The Japanese surrender envoys are escorted to the interrogation hut after their arrival at Mingaladon airfield, Rangoon.
