    I work in a software development shop for one of the armed services. You ought to see the hoops that even the smallest of changes have to go through before it can be fielded.

    The work in question is talking about that back in the day when they didn't have computers to stream line things as much as you get. The big break through seems to have been putting all the information for a single item on a single IBM punch card. Who woulda thunk it.
