In any accident investigation, on of the first things that is checked is whether or not one of the crew members had a bone to pick. A disgruntled, depressed, or suicidal individual is often a factor in any accident. To not look at such possibilitiies is very wrong. The question is whether the captain should have allowed the public to know what was being suspected, and whether or not someone was looking for a convenient scapegoat. The Mutsu will probably fall in the same catagory.

You're right not to ignore that possibility, but most explanations take the easy way out, and that's the familiar and oh-so PC....rogue element, bitter/disgruntled, not a team player, yada yada.
Covers up a multitude of other possible sins which would make others look stupid, lazy, or cheap. Beings that those who could co-o berate or deny certain theories are dead, makes it a shut case.
Putting lack of training, old powder, old ship, showing off, smoking, Horse-play, sloth, and apathy before the ones of revenge would leave the matter in "Limbo", and other Heads would Roll.
So naturally they'd want to slap that gavel and be permanently done with it.
It sounds good and is believable, so it is so, even though they don't know for sure.
All anyone can do now is guess.
