Addition to WWIIF User Guide - No Soliciting

I've just added an additional section to the site's User Guide, a short section about soliciting. There has recently been a rash of people joining the Forums who made just one or two post peddling some sort of product or website. Apparently it wasn't obvious enough to some that this type of activity adds zero content to the WWII Forums, rather it detracts from the site. So now I've formally written this into the User Guide right here.
