ww2 royal navy bullets

a few years ago i bought a royal navy collection which included 2 bullet casings(fired) with the imprints RN 29 VII and 2 - 39 VII. there was also a couple of black seaman's hats size 7 3/4 and four epaulettes with the following design: see attachments.
can anyone let me know what rank they are and are they ww2? also, are the bullet casings ww1 or ww2?
