correct me if I'm wrong here, but I thought practice bombs had no explosive charge? so why did they detonate it! couldn't they have checked it and saved it!?

I thought that too, but I dont know how it looked like in those days, but didn't they say they dropped it to practice? Maybe that wanted to see how big the explosion would be?

well I just listened to it again and the state police officer said "where it came from..they did practicing of dropping bombs." so I'm confused, I wouldint think that they would drop a live bomb in Maine, although it is pretty sparsely populated up there! but I could be wrong!

Well. The explosion didn't was that big, so I think the amount of explosives was reduced.

Could have been a 'live' fire practice. Didn't the navy do that at bikini atoll?
