Suomi m26 is correct, and if your photo is ww2 then the only others known for wearing the Russian helmet were the Romanians, Poles and Yugoslavs right at the end of the war. If it's a post war photo, then Romania, Czechoslovakia, Yugoslavia and Poland could be candidates, with Romania having the most similar uniforms. The 210 marking would appear to be original Soviet though, so my guess is Yugoslavs.

It certainly looks like a Panzerkampfwagen 35R(f) Pzjgr with the 47mm gun replaced with a Czech MG, so I would have to say Romanian ? Edit; although it might be the Befehlspanzer fuer 4.7 cm PaK (t) Einheiten auf Panzerkampfwagen 35R (F) command vehicle, German.
