Thank you for validating Godwin's Law... In answer to your question, yes, I would absolutely let him live. That is what it means to abolish the death penalty on moral grounds. In a system where the death penalty is merely the harshest on a scale of punishments, people like Hitler would definitely deserve that punishment. However, the Netherlands have quite simply removed the death penalty from their scale, and therefore it is not an option and cannot even be considered an option. He will get what we now consider the harshest punishment, which is lifelong imprisonment. Besides, as Smeghead argued, prison especially in Russia might well be considered a fate worse than death. However, on a completely different tack, I don't really understand why you want this man to be tortured - would you force your prison guards to abuse a human being because of what he has done? It's one thing to punish a criminal, another to turn people into criminals for the sake of his punishment. Even if you don't consider this man human, why would you want to get some kind of morbid revenge on him in this way? He should quite simply be left to rot in solitude. Those who choose not to accept the rules of society will be rejected by it. That is the punishment he deserves.
Roel, this guy didn't commit no misdemeanor! He took LIVES! 48 of them! I dunno about you, but I say he should be forced to live with some very dire consequences as a result of his unspeakable actions.
Like I said, I think it is immoral to torture him, despite all the crimes he has committed. If you commit crimes yourself in order to punish him, how much better than him are you? Besides, this kind of reasoning sets a horrible precedent. If it's all right to torture a man in prison as long as he has committed enough crimes, that may easily become an excuse for prison guards to basically do whatever they want. Finally, consequences matter only if the person subjected to them is aware of the causal link. It doesn't look like this man believes he did anything particularly wrong, so torturing him will teach him nothing - it will only show you for a sadist.

I was not implying that the prison staff were like those portrayed in 'The Shawshank Redemption', just that life in prison is not a nice option. Particularly if the prison is scummy and the other inmates a bit nasty. The view seems to be that prisoners are pampered creatures living on the fat of the land, with dusky maidens by their side ready to attend to their every whim.
